Allowable values of aggState element

Code	Label	Definition
0	inactive	Agglomeration is below the scope of the Directive ( < 2000 p.e), or an agglomeration which has been cancelled or merged with another agglomeration.
1	active	Existing agglomeration is equal to or above 2000 p.e. designed according to Terms and Definitions guidelines.
2	temporary inactive	Agglomeration is hovering around the 2000 p.e. level.
