Definition Section 2.1 of the EU Biodiversity Strategy for 2030 concerns a coherent network of protected areas. It recognises that protected areas are important for the conservation of biodiversity and that the existing network of protected areas is not sufficiently large to safeguard biodiversity. The strategy therefore sets the objective of establishing a truly coherent Trans-European Nature Network, by legally protecting at least 30% of the land, including inland waters, and 30% of the sea in the EU, of which at least one third (10% of land and 10% of sea) to be under strict protection, and by ensuring effective and adequate management of these areas. These targets have been welcomed by the EU Council of Ministers in its October 2020 conclusions. The pledge-and-review process for proposing and discussing contributions towards reaching the 30% target in the strategy is described in the “Criteria and guidance for protected areas designations”.
