Definition	The purpose of this Recommendation is to reduce to a level that is not significant, the impacts of pollution by oil and/or other substances from cuttings piles. This recommendation is in addition to the programmes and measures contained in OSPAR Decision 98/3 on the Disposal of Disused Offshore Installations and OSPAR Decision 2000/3 on the use of Organic Phase Drilling Fluids (OPF) and the discharge of OPF-Contaminated Cuttings. This Recommendation applies to Contracting Parties which have cuttings piles within their jurisdiction in their internal waters or territorial sea, or on their continental shelf.
